During the 1930s, the woman who made this was a seamstress who worked from her house and her husband was a traveling salesman. She made these dresses to sell but WWII put a damper on business. After the war, the area of Germany she lived in became East Germany and, under communism, she was not allowed to continue working from home as it was considered private enterprise. She packed everything neatly away in the attic and her and her husband went to work in a factory. I bought all that were left from a friend of hers (who worked at the factory with her) who was helping clear out her estate.
